Policy reform and support to implement EU Association Agreements in Eastern Europe, Caucasus & Central Asia

GVIC advised governments and telecom regulatory authorities in Montenegro, Georgia, Moldova, Kyrgyzstan, Armenia, Azerbaijan, Tajikistan and Turkmenistan under EBRD programs to support best practice reform of communications sector institutions, policies and regulatory frameworks. We conduct telecom sector market analyses, develop financial and economic models and advise on amendments to communications sector laws and regulations to support the implementation of EU Association Agreements.  

We advised on privatization options in Turkmenistan and sector liberalization reforms in Tajikistan. We recently advised the World Bank and the Government of Uzbekistan on development of the Uzbek Telecommunications Sector Transformation and Infrastructure Development Roadmap, incorporating the World Bank's Digital CASA program to support the digital economy.

We have worked with EBRD to lead comprehensive projects to support the regulatory authorities and ministries of communications of Montenegro, Georgia and Moldova as these three countries implement their European Union pre-accession strategies. We also carried out intensive regulatory training programs for these governments, as well as for Azerbaijan, Armenia and Kyrgyzstan.

Great Village co-authored EBRD’s Electronic Communication Sector Comparative Assessment - Central and Eastern Europe, Central Asia and Southern and Eastern Mediterranean, including Egypt, Jordan, Morocco and Tunisia.
