Moldova

For EBRD and Moldovan National Regulatory Telecommunication and Information Technologies Agency (ANRCETI), comprehensive two year project to develop amendments to Moldova Electronic Communications Law to align with EU Directives, prepare regulations to implement the amended law, conduct market analysis, cost modeling, develop sector strategy. GVIC also led an EBRD Moldova telecommunications sector strategy workshop and led a comprehensive regulatory training program for ANRCETI and telecom operators.

Montenegro

For EBRD (with regulatory experts from the Austrian Broadcasting & Telecom Regulatory Authority, RTR), developed Decree on Universal Service for Minister for Maritime Affairs, Transport and Telecommunications to align with EU Directives and implement the new Law on Electronic Communications. Developed implementing regulations for the regulator EKIP to establish and guide the Universal Service Fund. We provided a comprehensive regulatory training program for EKIP and Montenegrin telecom operators.

Azerbaijan

For EBRD, regulatory training for government and telecom operators on world trends and EU framework requirements as part of consortium led by J. Kanervisto Consulting of Finland with GVIC, Premiere Dynamics and Cullen International.

Republic of Georgia

For EBRD, regulatory training for GNCC and telecom operators as part of consortium led by J. Kanervisto Consulting of Finland with GVIC, Premiere Dynamics and Cullen International. Advice to Ministry of Economy and Sustainable Development and the Georgian telecommunications and broadcasting regulator, GNCC on policy, broadband development, regulatory and infrastructure sharing issues.

Armenia

For EBRD, training seminars for national regulatory agency PSRC and telecom operators on World Trends in Telecommunications Sector and Regulatory Reform. Advisor to Armenian Public Service Regulatory Commission (PSRC) on development of telecommunications infrastructure access regulations, market analysis regulations and conduct of analysis of wholesale broadband and infrastructure markets. In consortium led by J. Kanervisto Consulting of Finland with GVIC, Premiere Dynamics and Cullen International.

Uzbekistan

Advisor to World Bank and Government of Uzbekistan on development of a Telecommunications Sector Transformation and Infrastructure Development Roadmap.

EBRD Communications Sector Comparative Assessment of 32 Countries in Eastern Europe, Caucasus, Central Asia, Middle East and North Africa

Co-author with Cullen International and Premiere Dynamics of EBRD Electronic Communication Sector Comparative Assessment of 32 countries in Central and Eastern Europe, Central Asia and Southern and Eastern Mediterranean, including Egypt, Jordan, Morocco and Tunisia. Cullen, Premiere and GVIC presented conclusions of the Assessment at EBRD conference in Amman, Jordan to 80 government ministers, advisors and telecom industry representatives from 24 countries.
