Advisor to multi-ministry government working group and national regulatory authority National Institute of Communications of Mozambique (INCM) on strategic options for Tmcel, the government owned mobile and fixed line operator which controls national fiber optic infrastructure. Also Advisor with Pyramid Research, Incyte Consulting and Vieira de Almeida to INCM (INCM) on amendment of telecommunications law and development of regulations and cost models. Developed options for divestiture of Government's interest in Cable Consortium of Liberia (CCL), which owns ACE submarine landing station. With Incyte Consulting (Scotland), Great Village advised on development of regulatory regime, license, market analysis, SMP designation, price cap regulation for new ACE Monrovia cable landing point (CCL).
