Advisor to three governments in a global first on contract negotiations and implementation of PPPs to deploy three separate national broadband fiber networks for both secure public sector use and commercial use throughout three Caribbean island nations. Contracts also included deployment of a fiber optic submarine cable between Grenada and St. Vincent and the Grenadines. Negotiated on behalf of the three countries simultaneously through a combined tender process to obtain economies of scale in pricing for the government clients.
São Tomé and Príncipe
Financial and Technical Advisor to Government and national regulator (AGER) on membership in ACE submarine cable consortium, regulations, business plan and financial model for ACE São Tomé Special Purpose Vehicle that owns and operates the landing station. Also Advisor to Government and AGER on acquisition by Visabeira of Portugal of a 51% interest in CST, the largest operator in São Tomé and Príncipe from OI of Brazil.
East Caribbean Telecommunications Authority (ECTEL) - regulatory agency for 7 Caribbean island nations
Draft regulations for ECTEL to implement new telecom law – workshop on April 12, 2016 in St. Lucia for government ministers of communications of six East Caribbean countries and board of East Caribbean Telecommunications Authority (ECTEL) to discuss new draft regulations to implement new Electronic Communications Bill proposed for adoption in ECTEL member states. Also led stakeholder presentations. Regulations drafted: Consumer Protection Rules of the ICT Sector, Market Analysis Guidelines, Retail Pricing, Submarine Cable Access, Access to Network Infrastructure and Wholesale Services, and Infrastructure Sharing.

Advisor to Government and Cabinet on ICT Sector Analysis and NTA Readiness Assessment, including privatization options for National Telecommunications Authority, the state-owned sole telecom services provider in the country.

Advisor to National ICT Authority (NICTA) on Market Assessment of wholesale access markets and amendments to licensing regulations. Advisor on establishment of Universal Access Secretariat and Development of Universal Access and Service Strategy. Advisor on tender process to subsidize upgrade of telecom networks to 3G/4G/LTE.
