Sonja Jorge

Associate Consultant

 

Sonia N. Jorge has been an international consultant in communications policy and regulation, and gender and development for close to 20 years. Her recent work has focused on ICT policy and regulation, strategic planning of the ICT sector, national ICT policy development, new regulatory frameworks (to address competition, interconnection, pricing, sector development), universal access in the context of development, and gender analysis and awareness in the process of planning for information and communication technologies (ICTs).

Recent projects include the development of a strategic plan and institutional framework for the regulatory agency in Ghana, two critical projects for the INCM and the Government of Mozambique, specifically the development of a new universal access strategy for Mozambique (2009), and a comprehensive market analysis, organizational assessment of the regulator and development of a new regulatory framework for the telecommunications sector in Mozambique (2007-08). Ms Jorge’s other recent projects include a review and assessment of the experience of Multi-sector Regulatory Agencies (MSRA) in five African countries, Cape Verde, Guine-Bissau, Gambia, Senegal and Niger, the development of universal service guidelines for the ECTEL member states (5 states of the OECS region), the rural ICT development policy for Indonesia, a region-wide study of universal access to communication in 19 Latin American countries where she coordinated the research for the REGULATEL/World Bank project on universal access, preparation of the UN-TFFM report on financing ICT for development, assessment of capacity needs and development of a capacity building plan for the Ministry of Communication and the regulator in Ghana, development of training materials on ICT Policy and regulation for various professionals, a gender and telecommunications policy curriculum for the ITU, and national sector policies in a number of countries (Ghana, Mozambique, Sri Lanka, Dominican Republic, South Africa).

Ms. Jorge has published widely and presented various papers in international conferences, including several focusing on gender and ICT issues. Ms. Jorge holds a Masters in Public Policy (Urban and Environmental Policy and Planning, Tufts University) and a BA/BS in Economics and Business Finance (University of Massachusetts). She was raised in Angola, is a Portuguese citizen, and a permanent resident in the USA (Boston, MA).
