Robert Hall

Associate Consultant, Interconnection, Number Portability, Corporate Strategy, Regulatory Policy and Market Entry


Mr. Hall is the Managing Director of Sunrise Consultants Ltd., which he founded in 2002 to provide expert advice on regulation and strategy to operators, regulators, and other participants in the telecommunications industry.

He joined Ovum, the analyst and consulting company specialising in IT and telecommunications, in 1995. Mr. Hall worked as a consultant and carried a range of management responsibilities. Between 1998 and 2000 he was the Director of Telecommunications Consulting and a director of the company.

Mr. Hall has specialised in strategy and regulation matters. He has carried out many consulting studies on interconnection arrangements, number portability, corporate strategy, regulatory policy, and market entry. He has worked for incumbent operators, mobile operators, new entrants and regulatory authorities in Europe, Latin America, the Caribbean, Africa, the Middle East, and Asia. He has also spoken at several conferences around the world, and has designed and carried out training courses on pricing, regulatory strategy, and voice over IP.

He previously worked as the Telecommunications Project Manager for British Waterways, where he was responsible for initiating new telecommunications businesses based on the British canal network. Fibreway, the first dark fibre network in the UK, resulted from Mr. Hall's efforts.

Robert holds a BA (Hons) in Geography and an M.Sc. in Regional and Urban Planning from the London School of Economics, as well as an MBA from the London Business School. He is a Fellow of the Royal Society of Arts.
