Dr. Halfmann is a highly experienced telecoms strategist, project manager, and business modeler with extensive knowledge in telecoms regulation, commercial strategy and technology. Dr. Halfmann has more than 15 years of experience in the ICT industry, with the last 10 years working as a consultant. In recent assignments, he worked on strategic market assessments, regulatory support and business modeling for fixed and mobile operators, government authorities, and vendors in both developed and emerging markets. In addition to consulting assignments, Dr. Halfmann conducts seminars and workshops at business schools and conferences around Europe and Africa.

From 1997 to 2003, he worked as Managing Consultant for Logica Consulting (previously DDV) where, in addition to working on consulting assignments in the areas of strategy, marketing, business planning, and regulatory advice, he held the position of resource manager responsible for the allocation of consultants to local and international consulting assignments.

Prior to becoming a consultant, he held various positions in product management, engineering and research at Nokia and at Deutsche Telekom, based in Germany. Dr. Halfmann received his doctorate title (comparable to Ph.D.) in telecommunications science from the University of Kaiserslautern, Germany. He also holds an executive MBA from the Euro*MBA consortium (www.euromba.com) and is fluent in 5 languages.

Dr. Halfmann has extensive experience in cost and business modeling for fixed and mobile services in countries such as Cyprus, Gibraltar, Ukraine, Nigeria, and Nepal.
