Advisor to Ministry of Finance on tender process for divestiture of the Government's 55% ownership interest in the Cable Consortium of Liberia (CCL). In consortium with CADMOS, Bird&Bird, JIDCOM

 

LIBERIA: MOBILE BANKING ASSESSMENT AND IMPLEMENTATION PLAN (2010 – IBI INTERNATIONAL – USAID)

As part of a broader study of international connectivity options for Liberia for Ministry of Planning and Economic Affairs, completed an assessment of deficiencies in the Liberian banking sector, benchmarked Liberia against mobile money initiatives in other developing countries and prepared an implementation plan to develop mobile banking in Liberia.

 

MOZAMBIQUE: TENDER PROCESS FOR THIRD MOBILE LICENSE (2010 – FUNDED BY WORLD BANK)

Advised Government of Mozambique and the national telecom regulator on the structuring and launch of a tender process for a third mobile operator license, including regulation governing the process, specifications, new license procurement documents and information memorandum. Assistance in developing and implementing the marketing campaign for the tender, responding to bidder questions, evaluating bids received and selecting the winning bidder.

 

FINANCIAL SPECIALIST, EGYPT: STRUCTURAL REFORM IN EGYPT (2003 – WORLD BANK)

Michael Borish reviewed recent developments in the financial and private sectors of Egypt and provided recommendations for reforms to be pursued from 2004-08 to develop a more knowledge-based economy.
