REPUBLIC OF GEORGIA: ADVICE TO REGULATOR AND MINISTRY ON NATIONAL BROADBAND INFRASTRUCTURE AND FREQUENCY MANAGEMENT (2011-2013)

Advise to Government and Telecommunications Regulator GNCC on planning, costing and financing of national broadband infrastructure and frequency management strategy. Developed new regulations for infrastructure access and sharing and cost models for broadband access. In consortium with J Kanervisto (Finland), PDL and Cullen International.

 

ARMENIA: ADVISOR TO REGULATOR ON INFRASTRUCTURE ACCESS AND PLANNING OF NATIONAL BROADBAND NETWORK (2012-2013)

Advise on planning, costing and financing of national broadband infrastructure and development of regulations for infrastructure access and sharing and cost models for broadband access. For ASTEC (Ireland).

 

UKRAINE: ADVICE AND TRAINING TO LVIV BUSINESS SCHOOL OF UKRAINIAN CATHOLIC UNIVERSITY (2010)

Advised Lviv Business School of Ukrainian Catholic University (LvBS), a leading Ukrainian MBA programme and advanced executive development programme, on development of strategic plan, building international partnerships with successful international business schools, and training faculty. Will Burnfield will lead Executive MBA seminars in corporate finance and banking, financing strategy and the 2009 global financial crisis.

 

UKRAINE: TRAINING TO SME’S IN STRATEGIC AND FINANCIAL PLANNING, RESPONDING TO FINANCIAL CRISIS (2010)

Provided advice and training to Ukraine’s Northwestern Regional Center for Innovative Development and its SME clients in strategy, financing and response to 2009 global financial crisis. The Center provides advice to SMEs and entrepreneurs in Volyn and Rivne region of Ukraine.

 

Financial Consultant, Montserrat: Strategic plan for Bank of Montserrat (2006 - Bank of Montserrat and Caribbean Development Bank)

Michael Borish worked with a team to develop a five-year strategic plan for the Bank consistent with Basel II and development needs of the domestic economy as the region undergoes liberalization of trade in goods and services.

 

Financial Specialist, Bosnia-Herzegovina: Basel II Implementation Plan Design (2008—USAID and Chemonics International)

Michael Borish designed a framework and strategy for the two banking supervision agencies of Bosnia-Herzegovina to implement Basel II for the banking system, with linkage to financial stability indicators monitored by the central bank.

 

Serbia and Montenegro: Financing and Strategy Advisor to E-Publisher (2006—ING-PRO)

Will Burnfield advised the leading Serbian media legal e-publisher, ING-PRO, on strategy and financing and marketing plan. The work led to the sale of equity in the company to an international investor..

 

Banking and Training Advisor: Bank of Georgia Training Project, Tbilisi, Republic of Georgia (May–June 2005—Bank of Georgia and subsidiary Georgian Leasing Company)

Will Burnfield was engaged as an advisor to the Bank of Georgia—Georgian Leasing Company on financing and training bank staff. He advised the bank on

  • its business plan, investment proposals, and bank marketing practices
  • negotiations to arrange financing for leasing portfolio from IFIs and equipment vendors
  • Banking Advisor: Tbiluniversalbank Training and Debt Financing Project, Tbilisi, Republic of Georgia (April 2004—Tbiluniversalbank and leasing subsidiary)

Will Burnfield was engaged as a banking advisor on the development of the bank's business plan and arranging financing to fund development of its leasing business. Mr. Burnfield

  • trained bank staff with respect to financing processes and procedures
  • performed financial due diligence on the bank's leasing operations
  • assisted in the development of its business plan and investment proposal.

 

Financial Specialist, Ukraine: Financial sector policy notes for Ukraine (2004—World Bank)

Michael Borish drafted several policy notes related to potential risks in Ukraine resulting from political instability, and made recommendations for risk containment and institutional reforms

Michael Borish evaluated the Romanian capital markets and made recommendations for further development and convergence with EU standards.

Michael Borish conducted a comprehensive assessment of Bosnia's banking and nascent non-bank financial sector, and made recommendations on more effective applications of technical assistance for USAID.

 

Financial Consultant, FYR Macedonia: Financial sector assessment of FYR Macedonia (2002—KPMG Consulting and USAID)

Michael Borish directed a comprehensive assessment of FYR Macedonia's financial sector, including banking, capital markets, insurance, pension reform, other non-bank institutions, and associated regulatory and supervisory issues.

 

Financial Specialist, Bulgaria: Post-privatization policy reforms for Bulgaria's Private Sector Adjustment Loan (2001—World Bank and Government of Bulgaria)

Michael Borish developed database indicators, survey instrument, and survey terms of reference, and then made policy recommendations based on evaluation of primary and secondary source material.

 

Financial Specialist, Romania: Three specialized studies for the second Romania Private Sector Adjustment Loan (2001—World Bank)

Michael Borish reviewed existing Treasury bill market, credit information bureau, and status of privatization and restructuring plans of remaining state banks and made recommendations on how to move towards lower cost government financing, better information, and the exit of the state from banking.

Michael Borish conducted a comprehensive assessment of Bulgaria's banking sector, including progress since 1997, comparative assessment against other transition countries, identification of potential risks to financial sector stability, and recommendations for future assistance.

Michael Borish assessed financial and management condition of the banks and provided recommendations on near-term reform efforts to move towards privatization.
